"We assume the demand will far outstrip the contingent this time again," said Horst R. Schmidt, vice president of Germany's World Cup committee. "There isn't a fairer method to distribute the tickets than through a lottery."
Schmidt said there were only a limited number of tickets left for the semifinals and final.
Schmidt said the World Cup committee expected demand to rise after 80 percent of the earlier available tickets were bought by Europeans.
